The practice of medicine is exercised within the economic framework, legal and official medical system that is part of national health systems (state health policies). The characteristics under which manages the health system in general and in particular the medical body, exert a significant effect on how the health service and health care can be utilized by the general population.
One of the most important variable for operation of the system corresponds to the financial area and a state budget that invests in health. Another variable involves human resources that articulate the directives of the health system. The other side of the coin in terms of medical care is given by the private health service. The fees and health service costs are borne by the contractor, being thus generally restricted to service classes economically solvent.
